First Secretariat is the element of assistant to the governor under and be responsible to the Governor of Lemhannas RI. The First Secretariat shall be chaired by the First Secretary.

The First Secretariat shall have task to coordinate the planning, building and control of program, administration and resources in Lemhannas RI’s environment.

In implementing the task as referred, the First Secretariat shall perform the function :

• coordination, synchronization and integration in Lemhannas RI’s environment;
• coordination of planning and formulation of technical policy of Lemhannas RI;
• building and service in administration, organization, management, personnel affairs, financial, filing, coding, equipment and domestic affairs of Lemhannas RI;
• building of data and information, community’s relation and protocol in Lemhannas RI’s environment;
• coordination of preparation of legislation relating to the task of Lemhannas RI;
• coordination in preparation of report of Lemhannas RI.
