History

BACKGROUND OF THE FOUNDING OF LEMHANNAS RI

The establishment of the National Defense Institute (LEMHANNAS) was a response to the strategic development nationally and internationally which suggested the need for integration and close cooperation and dynamics between the Civilians, the Military and the Police as well as Heads of the National Private Sectors, leaders or political organizations and social organizations to ensure proper state governance.

 

The first president of the Republic of Indonesia, Ir. Soekarno, determined May 20 1965 as the day of the establishment of LEMHANNAS, declared under Government Regulation of the Republic of Indonesia Number 37 of 1964 which coincided with the date the nation commemorated the national awakening of Indonesia. The ceremony of the opening of LEMHANNAS also marked the start of the main function of LEMHANNAS, namely, educational program for the First Regular Course. The establishment of LEMHANNAS was also to fulfill one national urgent need in the efforts to safeguard and preserve the national ideal of the proclamation, the goal of the nation and the sustainability of the nation amidst the political games in the world.

 

DEVELOPMENT OF LEMHANNAS RI

The development of LEMHANNAS to date shows that this institution has proven to be one of the nation’s assets that plays an important role in the development of the nation. It is undeniable that the work of LEMHANNAS has significantly contributed to the journey of the nation. The institute has produced potential cadres for the national leadership and study as its main function has come out with concepts that were adopted in the state governance, including, among other things, the concepts of Geopolitics of Indonesia implemented in the Archipelagic Outlook, and Geo-strategy of Indonesia and the doctrine of National Resilience as well as the Indonesian National Management System which in the process has been jointly adopted as the national paradigm for the National Development.

 

Like other educational institutions, LEMHANNAS has through its journey undergone changes to get along with the progress in strategic environment being faced while keeping in mind the idea that made the basis of its establishment. The National Defense Institute directly under the President of the Republic of Indonesia was changed and became the National Resilience Institute and under the Chief of the Armed Forces based on the Presidential Decree No. 60 of 1983. Then, based on Presidential Decree No. 4 of 1994, the institute was under the Minister of Defense and Security. Finally, under Presidential Decree Nos. 42 and 43, the Status and Organization Structure became a Non-Ministerial Government Agency (LPND) and LEMHANNAS reports to the President of the Republic of Indonesia.

 

In this fully globalized international condition, LEMHANNAS makes fundamental changes in a gradual and structural manner as prescribed in the Presidential Decree No. 67 of 2006 dated June 13, 2008. Hence, to put the Presidential Decree into practice, LEMHANNAS sees the need to, among other things, adopt a system and adequate facilities to be able to consistently carry out educational tasks efficiently without being restricted by distance and time, which will contribute to accelerating increase in achievements as one of clean center of excellence.

 

Meanwhile, the main tasks of LEMHANNAS, since its establishment on May 20, 1965, is to carry out government tasks in the field of Strategic Studies on various national as well as international issues required by the President and the decision makers of the national policies; and in the sector of Education, is to prepare cadres of potential leaderships at the national level and ensuring the national leadership as having the mindset, attitude and action in a solid, comprehensive and integrated manner and socialize Pancasila and the 1945 Constitution as the founding principles of the State, along with the efforts to develop, establish and socialize the Geopolitics and Geo-strategy of Indonesia in the implementation of the Archipelagic Outlook and the National Resilience as well as the National Management System as the national conception of Indonesia.

 

In view of the functional background, the main tasks and needs described above, it is necessary to prepare a support of information and telecommunication support (hereafter referred to as telematics) that is able to support and facilitate those needs. An ICT system that is able to respond to all the requirements of the scope of work, the time frame and the existing resources, including both infrastructures (hardware and software) as well as human resources.
